University libraries in Developing Countries (DCs), hampered by developmental problems, find it hard to provide electronic services. Donor communities have come in to bridge this technology gap by providing funds to university libraries for information technology infrastructure, enabling these university libraries to provide electronic library services to patrons. However, for these services to be utilized effectively, library end-users must accept and use them. To investigate this process in Uganda, this study modifies "The Unified Theory of Acceptance and Use of Technology" (UTAUT) by replacing "effort expectancy" and "voluntariness" with "relevancy", "awareness" and "benefits" factors. In so doing, we developed the Service Oriented UTAUT (SOUTAUT) model whose dependent constructs predict 133% of the variances in user acceptance and use of e-library services. The study revealed that relevancy moderated by awareness plays a major factor in acceptance and use of e-library services in DCs.

This study examines patterns of coordinated gaze&#13;
between a child and a robot (NAO) during a card matching game,&#13;
‘Memory’. Dyadic gaze behavior like mutual gaze, gaze following&#13;
and joint attention are indications both of child’s engagement&#13;
with the robot and of the quality of child-robot interaction.&#13;
Eighteen children interacted with a robot tutor in two settings.&#13;
In the first setting, the robot tutor gave clues to assist children in&#13;
finding the matching cards, and in the other setting, the robot&#13;
tutor only looked at the participants during the play. We&#13;
investigated the coordination between child and robots’ gaze&#13;
behaviors. We found that more occurrences of mutual gaze and&#13;
gaze following made the children aware of the gaze hints given&#13;
by the robot and improved the efficacy of the robot tutor as a&#13;
helping agent. This study, therefore, provides guidelines for gaze&#13;
behaviors design to enrich child-robot interaction in a tutoring&#13;
context.

Governments all over the world are working on a broad array of egovernment-&#13;
services. As a result, there is need to evaluate e-government services&#13;
objectively to identify areas of concerns. Recently, researchers have shown interest&#13;
in IS evaluation and the public value perspective segment taking the lead. Arguably,&#13;
the prime objective of e-government is to produce public value through effective use&#13;
of ICT. Moreover, research in the field of public administration are advocating use&#13;
of paradigm in two-fold; first, it will direct the effort of scholars away from the&#13;
resolution of pressing administrative problems to the studies of arcane theoretical&#13;
puzzles. Second, the paradigm dictates the connective taxonomies of the principal&#13;
subjects of inquiry and forces the scholars, to work and think within the ambits of&#13;
paradigm. The primary objective of this paper is to carry out a theoritical review and&#13;
develop a framework of evaluating e-government services for developing countries.

The need to encourage citizens’ adoption of e-government services has led&#13;
to an increasing interest in the evaluation of e-government websites. The success of&#13;
e-government websites depends on how well it is perceived by the end-users. User&#13;
experience of e-government websites is considered one of important factors affecting&#13;
the success or failure of e-government websites. However, researchers have focused&#13;
on infrastructure issues not giving user experience of websites attention as one of the&#13;
factors affect usage of government services. Focusing on the three high levels of UX&#13;
components namely user internal state, the characteristic of the system and context&#13;
and using hedonic/pragmatic quality model to measure the user experience. This&#13;
study evaluated e-government websites UX from public value perspective. iTax&#13;
website in Kenya was used as a case study. Findings are discussed with reference to&#13;
previous research and recommendations for practice. Finally, further research works&#13;
are offered.
